Abstract: We present a brief classical discussion of a process to reduce the group velocity of an electromagnetic pulse by many orders of magnitude.

Comments:	V1 includes one figure and one reference not in the published article. V2 adds a second figure, and changes notation slightly to conform with that of the companion paper physics/0008013
